What is a Town Manager?
The Town Manager is appointed by and reports directly to the Mayor and Town Council. As the town’s chief administrative officer, or in other words, the CEO, the Town Manager oversees daily municipal operations, implements council policies, and ensures efficient delivery of public services. The role also provides organizational leadership, manages town staff and resources, and supports long-term planning and budget development to advance the community’s goals. Through this work, the Town Manager helps maintain a responsive, accountable, and well-coordinated local government that reflects the priorities of Camp Verde’s residents.
The Functions of the Town Manager:
- Providing administrative leadership and oversight for all Town departments.
- Developing and recommending policy solutions to meet community needs.
- Overseeing the timely completion of capital projects.
- Building cooperative relationships with community organizations, town staff, and other government entities.
- Implementing and managing policies and objectives approved by the Council.
- Designing and developing new programs to meet the evolving needs of the community.
- Preparation and administration of the Town’s annual budget.
Charlie Cassens’ Executive Team:
The Town Manager’s executive leadership team represents a diverse range of professional expertise crucial for conducting and managing operational efficiencies while serving the Camp Verde community. The team includes the directors of the Development Services Department (Community Development and Economic Development), Finance Department, Human Resources/Risk Management Department, Library Services, Camp Verde Municipal Court, the Marshal’s Office, Parks and Recreation Division, Public Works Department, the Town Clerk’s Office, and Utilities Department. Together, this multidisciplinary group offers collaborative leadership, bringing specialized knowledge and broad perspectives to support effective governance and high-quality public services.
