What is a Capital Improvement Project?

Capital Improvement Projects (CIP) represent long-term investments in the Town’s infrastructure that support public services and community use. These projects may include recreational amenities such as parks and playgrounds; municipal buildings including the Civic Center, Library, and Police Department; transportation improvements such as streets, sidewalks, trails, street lighting, and traffic signals; as well as utility systems for water, wastewater, reclaimed water, and stormwater management. Associated facilities can include wells, storage tanks, pump stations, wastewater treatment infrastructure, and recharge systems.

To be classified as a Capital Improvement Project, an improvement must result in a fixed asset with a construction cost greater than $50,000 and an expected service life of two years or more. Capital assets may be constructed by private developers and later conveyed to the Town for public use and ongoing upkeep, or they may be planned and constructed directly by the Town.

Each Capital Improvement Project is assigned a project manager who is responsible for guiding the project through all stages, including planning, design, construction, and the warranty period. Martin Smith serves as the CIP Project Manager for the Town of Camp Verde, overseeing project coordination and delivery. Following the completion of the warranty phase, the infrastructure asset transitions to routine operations and long-term maintenance.

Our mission focuses on planning and prioritizing infrastructure projects, ensuring efficient use of resources, and enhancing community services. This includes goals such as improving public safety, fostering economic development, maintaining existing facilities, and promoting sustainable growth.
