Development Services has partnered with GovWell to make applying for and managing permits easier, more efficient, and fully digital. Through our secure GovWell Online Services portal, the entire application process, from submission to approval, is completed electronically. You can submit applications, upload plans and supporting documents, receive notifications, monitor status updates, and manage your active permits all in one convenient place.

Types of Permits and Applications

  • Land use permits grant approval to use, develop, or modify a property in a specific way under local zoning regulations.
  • A building permit is a license which grants legal permission to start construction of a building or other project within the incorporated area of the Town of Camp Verde.
  • A zoning clearance grants legal permission to issue a building permit for construction based on information provided by the Planning and Zoning Ordinances of the Town.
  • An installation permit is required in the incorporated area of the Town of Camp Verde for the placement of Factory Built Buildings, Manufactured Homes, and Mobile Homes.

Residential Building Permits
  • Mobile Home (Pre June 15th, 1976) Rehabilitation Certificates
    Mobile Home Rehabilitation Certificates are issued through the Arizona Department of Fire, Building and Life Safety, Office of Manufactured Housing (OMH). Please refer to Section 306 of the Planning and Zoning Ordinance for additional information regarding the placement of mobile homes with Town boundaries.

Please Note:
 Certain types of commercial projects may require a Development Standards Review and approval prior to the submittal of a building permit application to the Building Division. Please contact the Community Development Department at (928) 554-0050 for additional information or to see if your proposed commercial project may qualify for this requirement.

For fences six (6) feet or less in height, shipping containers, and commercial accessory structures (including tool and storage sheds) one hundred and twenty (120) square feet or less (shell only). A licensed contractor is required on all commercial projects.

For commercial demolition or renovation activities. A licensed contractor is required on all commercial projects. Note: Applicants shall notify the Arizona Department of Environmental Quality (ADEQ) ten (10) days prior to any demolition activity by submitting a ADEQ Asbestos NESHAP Notification Form. Please refer to the ADEQ Asbestos NESHAP Notification Form for ADEQ notification requirements and additional information.

 Any construction activity that impacts land of one acre or more is required by the Arizona Department of Environmental Quality (ADEQ) to submit for permit to discharge storm water generated during construction activities. In addition, the Town of Camp Verde will require a Notice of Intent (NOI) and Authorization Number issued by ADEQ, prior to permit issuance. For additional information regarding Storm Water Pollution Prevention permits please visit the ADEQ website. Applicants may also visit the Town of Camp Verde Public Works homepage for additional information.

 For the installation of water tanks, hood exhaust systems, fire alarms and fire sprinklers. Please fill out the appropriate CVFD application below and submit it to our department with this application.

For minor improvements of existing commercial buildings for either new or existing tenants and/or changes in occupancy. A licensed contractor is required on all commercial projects, and all construction documents are required to be drawn by a registered design professional.  Up to six (6) sets of plans will be required at the time of project submittal along with deposit. Deposit is based on project valuation and consists of all applicable plan review fees, including building, engineering, fire, and zoning. Processing times on commercial applications vary with size and scope of work. Please contact the Building Division directly at (928) 554-0063 for additional information.

 For commercial projects including new construction, remodels and additions. The Town of Camp Verde has an Intergovernmental Agreement (ISA) with the Arizona Department of Housing, Office of Manufactured Housing (OMH) to enforce the installation standards of manufactured buildings and factory-built buildings within the Town of Camp Verde. Permit fees are determined by OMH, and include up to three (3) inspections. Note: Permanent foundation plans must be stamped approved by the Arizona Department of Fire, Building and Life Safety, Office of Manufactured Housing (OMH) before being submitted.

For commercial photovoltaic installations make sure to include all equipment cut sheets with UL Listing information and Manufacturer’s Installation Instructions with construction documents. In addition you will need to complete the Fire – Solar Photovoltaic Permit Application below and submit it to our department along with this application. The 2018 IFC requirements for Photovoltaic systems are available for your review below as well.

Valuations and Fees 

Building permit fees are based on valuation unless otherwise stated in the Town Fee Schedule, as adopted by the Town of Camp Verde Town Council in accordance with the Town of Camp Verde Code.  The total cost of a permit will encompass the permit fee associated with the project type, its plan review fees, and any copy and/or investigation fees.

What should my valuation include? The applicant for permit shall provide an estimated permit value at the time of initial application.  The valuation or value, as defined in the adopted Town code, Section 7-2-101.6 Definitions, is the total estimated cost to replace, repair, build, or erect any building and its building service equipment in kind, based on current construction costs.  Permit  valuations shall include the total value of work, including materials and labor, for which the permit is being issued, such as finish work, painting, roofing, electrical, gas, mechanical, plumbing equipment, heating, air-conditioning, elevators, fire extinguishing systems, other permanent systems/equipment, grading, landscaping, and other site related improvements. 

How is the final valuation determined?  The final building permit valuation shall be the greater of the applicants stated valuation or the valuation calculated by using the ICC Building Valuation data, except the Building Official or designee may set the final building permit valuation when deemed necessary. 

When are fees collected?  Fees are collected at application based on the project type.  Permits with a flat fee will be collected in full.  A minimum deposit will be required for all other permit types. A permit shall not be issued nor considered valid until the applicable fees have been paid, nor shall an amendment to a permit be released until the additional fee, if any, has been paid.

Fee Schedules

Below, you will find the Town Fee Schedule, along with other applicable fee schedules that may apply to your project.

Development Services (formerly Community Development) fees are listed under the Community Development heading in the Town Fee Schedule. Depending on your project type, additional Public Works fees may apply. For new construction, sewer and/or water connection and meter fees will also apply. These fees are included in the Town Fee Schedule.

Any fire-related fees are subject to the Copper Canyon Fire & Medical District Fee Schedule.

Fees for manufactured homes, modular homes, and factory-built buildings are subject to the Arizona Department of Housing, Office of Manufactured Housing, fee schedule below. For convenience, the most common fees are also identified in the Town Fee Schedule. Please note that these structures are also subject to a Zoning Clearance fee, as outlined in the Community Development section of the Town Fee Schedule. The skirting fees listed in the Town Fee Schedule do not apply to new installations.

Fee Update: The "Residential Manufactured Home – Plan Review" fee listed in the Town Fee Schedule is no longer charged.

FAQ's

Application or notice to the Building Official is not required for ordinary repairs to structures; replacement of lamps or the connection of approved portable electrical equipment to approve permanently installed receptacles. Such repairs shall not include the cutting away of any wall, partition or portion thereof, the removal or cutting of any structural beam or load-bearing support, or the removal or change of any required means of egress, or rearrangement of parts of a structure affecting the egress requirements; nor shall ordinary repairs include addition to, alteration of, replacement or relocation of any standpipe, water supply, sewer, drainage, drain leader, gas, soil, waste, vent or similar piping, electrical wiring or mechanical or other work affecting public health or general safety.
A permit shall not be required for the installation, alteration or repair of generation, transmission, distribution or metering or other related equipment under the ownership and control of public service agencies by established right. Nothing in this Section shall be construed to exempt any electrical installation used for lighting, power, heating, ventilation, elevators pumping or for other building or premise operations, nor exempt any service equipment for electrical service to a building or premise.

A building permit shall not be required for the following:

  1. One-story detached accessory structures ancillary to commercial buildings used as tool and storage sheds, and similar uses, provided the floor area does not exceed 120 square feet (11 m2). A Zoning Clearance is still required, please contact our office for more information.
  2. Fences not over 7 feet (2134 mm) high.  A Zoning Clearance is still required if placed within the required setbacks for your zoning district.
  3. Oil derricks.
  4. Retaining walls that are not over 4 feet (1219 mm) in height measured from the bottom of the footing to the top of the wall, unless supporting a surcharge or impounding Class I, II or IIIA liquids.  Contact us or check out our Fence PowerPoint under Resources on the Building Safety page for more information.
  5. Water tanks supported directly on grade if the capacity is not greater than 5,000 gallons (18925 L) and the ratio of height to diameter or width is not greater than 2:1.  Exception: Water tanks that serve a fire suppression system still require permitting.
  6. Sidewalks and driveways not more than 30 inches (762 mm) above adjacent grade and not over any basement or story below and are not part of an accessible route.
  7. Painting, papering, tiling, carpeting, cabinets, counter tops and similar finish work.
  8. Temporary motion picture, television and theater stage sets and scenery.
  9. Prefabricated swimming pools accessory to a Group R-3 occupancy that are less than 24 inches (610 mm) deep, are not greater than 5,000 gallons (18925 L) and are installed entirely above ground. A permit is still required for any required pool barriers. Contact our office with any questions.
  10. Shade cloth structures constructed for nursery or agricultural purposes, not including service systems.
  11. Swings and other playground equipment accessory to detached one- and two-family dwellings.
  12. Window awnings in Group R-3 and U occupancies, supported by an exterior wall projecting not more than 54 inches (1372 mm) from the exterior wall, no closer than 3 feet from a property line, and do not require additional support.
  13. Nonfixed and movable fixtures, cases, racks, counters and partitions not over 5 feet 9 inches (1753 mm) in height.

A building permit shall not be required for the following:

  1. One-story detached accessory structures used as tool and storage sheds, playhouses and similar uses, provided the floor area does not exceed 200 square feet (18.58 m2).  A Zoning Clearance is still required, please contact our office for more information.
  2. Fences not over 7 feet (2134 mm) high. A Zoning Clearance is still required if placed within the required setbacks for your zoning district.
  3. Retaining walls that are not over 4 feet (1219 mm) in height measured from the bottom of the footing to the top of the wall, unless supporting a surcharge. Contact us or check out our Fence PowerPoint under Resources on the Building Safety page for more information.

  11. Re-roofing or replacement of roof covering materials on one- and two-family dwelling units, and their accessory structures, provided the replacement roof covering material is a like for like exchange, no sheathing is replaced, and the replacement roofing material does not increase the loads imposed along the roof structural frame.

International Fuel Gas Code (IFGC) Exemptions

A fuel gas permit shall not be required for the following:

  1. Portable heating appliance.
  2. Replacement of any minor part that does not alter approval of equipment or make such equipment unsafe.

International Mechanical Code (IMC) Exemptions

A mechanical permit shall not be required for the following:

  1. Portable heating appliance.
  2. Portable ventilation equipment.
  3. Portable cooling unit.
  4. Steam, hot or chilled water piping within any heating or cooling equipment regulated by the International Mechanical Code (IMC).
  5. Replacement of any part that does not alter its approval or make it unsafe.
  6. Portable evaporative cooler.
  7. Self-contained refrigeration system containing 10 pounds (5 kg) or less of refrigerant and actuated by motors of 1 horsepower (746 W) or less.
  8. Portable-fuel-cell appliances that are not connected to a fixed piping system and are not interconnected to a power grid.

National Electrical Code (NEC) Exemptions

An electrical permit shall not be required for the following:

  1. Minor repair work, including the replacement of lamps or the connection of approved portable electrical equipment to approved permanently installed receptacles.
  2. The provisions of this code shall not apply to electrical equipment used for radio and television transmissions, but do apply to equipment and wiring for a power supply and the installations of towers and antennas.
  3. Listed cord-and-plug connected temporary decorative lighting.
  4. A permit shall not be required for the installation of any temporary system required for the testing or servicing of electrical equipment or apparatus.
  5. Low-energy power, control and signal circuits of Class II and Class III as defined in the National Electrical Code (NEC) not installed in hazardous locations, as defined in Article 500. Installation, alteration or repair of electrical wiring, apparatus or equipment or the generation, transmission, distribution or metering of electrical energy or in the operation of signals or the transmission of intelligence by a public or private utility in the exercise of its function as a serving utility.
  6. Installation of an approved temporary metered power outlet that has been supplied and installed by an electric utility. (FPN): a temporary metered power outlet is a device, designed to be installed in the electric utility meter socket that provides metered electrical power to receptacles mounted on or in the device, for the purpose of providing temporary construction power to a residential building. Such devices may not energize the meter socket, lugs or equipment on the customer's side of the meter socket. The temporary metered power outlet shall be an approved device with an AIC rating higher than the available fault current provided at the meter. Such devices may be installed on residential buildings when a valid building permit has been issued, provided that the structural integrity and weather resistive barrier is maintained at the panel location, or the installation is detailed on the approved building plans. This exemption from permitting does not prohibit or limit the authority having jurisdiction from directing the electric utility to disconnect the temporary metered power outlet.
  7. Reinstallation of attachment plug receptacles but not the outlets therefor.
  8. Replacement of branch circuit overcurrent devices of the required capacity in the same location.
  9. Electrical wiring, devices, appliances, apparatus or equipment operating at less than twenty-five (25) volts and not capable of supplying more than fifty (50) watts of energy.
  10. Minor repair work, including the replacement of lamps or the connection of approved portable electrical equipment to approved permanently installed receptacles.

International Plumbing Code (IPC) Exemptions

A plumbing permit shall not be required for the following:

  1. Stopping of leaks in drains, water, soil, waste or vent pipe, provided, however, that if any concealed trap, drain pipe, water, soil, waste or vent pipe becomes defective and it becomes necessary to remove and replace the same with new material, such work shall be considered as new work and a permit shall be obtained and inspection made as provided in this code.
  2. The clearing of stoppages or the repairing of leaks in pipes, valves or fixtures and the removal and reinstallation of water closets, provided such repairs do not involve or require the replacement or rearrangement of valves, pipes or fixtures.

Soils Classification Report

A soils classification report is a one-page document prepared by engineers or scientists who study soil. It explains what type of soil is found in a certain area and how the soil behaves. This report is important for projects like building houses, roads, or other structures. It helps people know if the ground is strong and safe enough to build on. If the soil is expansive, meaning it can grow or shrink a lot with moisture changes, the report warns that a stronger foundation design may be needed.

Geotechnical Reports

A geotechnical report is a detailed document prepared by geotechnical engineers that provides information about the soil, rock, and groundwater conditions at a specific site. It includes engineering analysis and recommendations for how to safely and effectively design foundations, roads, retaining walls, or other structures based on the ground conditions.

Geotechnical reports are required for all commercial grading projects, including their habitable structures and any non-habitable accessory structures over 500 square feet. These reports may also be required for individual residential homes and their accessory structures over 500 square feet if the soil is found to be expansive.

General Building Permit Information

An official approval from the Community Development Department allowing construction or remodeling that complies with local codes and regulations.

Typical projects requiring a permit:

  • New buildings (homes, additions)

Detached accessory structures under 200 square feet / shipping containers require a Zoning Clearance.

  • Prefabricated swimming pools, less than 24” deep
  • Flag poles (must be placed in such a location on your property, that should it fall in any direction, it still lands within your property lines)

Costs and Inspections

For most permits, costs are based on total project valuation.

Some permits have set fees. 

  • Demolition - $90
  • Over the Counter - $90 (Combo - $30 for each additional)
  • Manufactured and Modular Homes - Per Arizona Department of Housing fee schedule, plus applicable zoning clearance fee
  • Modular and Factory-Built Buildings - Per Arizona Department of Housing fee schedule, plus applicable zoning clearance fee
  • Residential Accessory Building - Zoning Clearance under 200 square feet non-livable- $90 (includes 2 structures, $30 each additional thereafter)
  • Commercial Accessory Building - Zoning Clearance - $110 (includes 2 structures, $30 each additional thereafter)
Please note: The fees listed above do not include any separate permits that may be required for site work, fire flow, sewer and water meters or connections, or other related improvements.

Amendments and Expirations

Yes. Submit revised plans for approval and pay any applicable fees before continuing work.
Yes. Permits are good for 6 months. If work is not started or completed in time, an extension or reapplication may be required. Inspections will extend the expiration date out 6 months from the inspection date.

Yes, permits may be extended once for a period of up to six (6) months.

Please note: If no work has commenced during the extension period, a new permit application will be required prior to starting any construction activity.
