Meet the Team

As the Building Official for the Town of Camp Verde, Roxanne is proud to serve a community she has called home for years. She has been part of the Building Division since late 2018 and truly loves the work she does and the opportunity to serve the community she cares so deeply about. Roxanne takes pride in helping ensure safe, quality construction while providing knowledgeable and approachable service to residents, contractors, and businesses. She is especially grateful for the dedicated team she works alongside and the shared commitment they have to serving Camp Verde. Having lived here for nearly three decades, she understands what makes Camp Verde special, its small-town spirit, rural character, natural beauty, history, and strong sense of community. As the community looks toward the future through the 2026 General Plan, she is committed to supporting thoughtful growth and quality development while helping preserve the character and values that make Camp Verde home.

Chris Biggs has worked in local government and public service for more than 20 years, with experience in public works, utilities, inspections, permitting, planning, and development services. He began his career with the Town of Cottonwood before joining the Town of Camp Verde in 2008. Chris has held several roles within the Town, giving him a well-rounded understanding of the development process from permitting and inspections through planning and project review. As a Development Services Project Manager, Chris works with applicants, property owners, consultants, and Town staff to help guide projects through the development process. He enjoys helping people navigate the permitting process, finding solutions to challenges, and making development in Camp Verde as clear and efficient as possible.

Jessica has been with the town since April of 2022 and has played a role as a permit technician and has been the Code Officer since April 2024. Jessica has lived in Camp Verde since 2012, where she has raised her family with her husband. Jessica is a volunteer without the community and enjoys getting to educate and help people.

Josh is a Camp Verde native who has proudly served the Town since 2022. Beginning his career with the Town in Building Maintenance, Josh has continued to grow his knowledge and experience and now serves the community as a Residential Building Inspector. With a strong connection to the community he calls home, Josh is dedicated to helping ensure that homes throughout Camp Verde are built safely and to code. When he’s not serving the community, Josh enjoys spending time outdoors with his family and making the most of all that the Verde Valley has to offer.

Rita has proudly served the Town of Camp Verde for more than three years as a Permit Technician. In that time, she has enjoyed getting to know the community and, most of all, meeting and assisting the citizens of Camp Verde. Rita brings a friendly, helpful approach to her work and takes pride in being a welcoming resource for residents as they navigate the permitting process. She truly enjoys being part of the Camp Verde community and looks forward to continuing to serve the citizens she has come to know over the years.

Nikki joined the Town of Camp Verde in June 2026 as a Permit Technician. She enjoys helping residents and applicants navigate the permitting process and making what can sometimes feel complicated a little easier to understand. With a background in customer service and healthcare, Nikki brings a people-focused approach to her work and enjoys learning about the many pieces that come together to help a community grow. She especially enjoys meeting the people of Camp Verde, answering questions, and helping make the permitting process a little less intimidating. Nikki is excited to be part of a community with deep agricultural roots while also experiencing the growth and changes that come with building for the future. Outside of work, she enjoys crocheting, spending time with her family, and finding creative ways to make everyday life a little more fun.
